The title says UK, but British Isles (as per the WikiP def.) more accurately defines where I was aiming for.
Legally speaking, anyone whose adoption is registered on one of those isles. Taking it out any further than that means too many laws to know about, 'cause every country does things differently. Also, I'd quite like somewhere to talk that wasn't all about American adoption.
